Health and safety management<\/h1>\r\nThis page provides insight to succeed in the course MANA 445 Health & safety management taught in the Fall of 2022 by professor Yu-Shan Hsu. Your final project guidelines were reviewed by Olivier Charbonneau, Senior Librarian at Concordia University, in order to identify the most important sources as well as the best databases to search for insight on\u00a0occupational health and safety (OHS)<\/strong>. Please refer to the Fall 2022 Project Handout on Moodle for course MANA 445 Health & safety management for more information about project guidelines.\r\n\r\nUsing Google is insufficient<\/strong>\u00a0to succeed in this project, you have to identify the best sources \u2013 many of which are licensed by your university library or hidden deep inside a public website. Specifically, you must use sources or databases from\u00a0Concordia University Library\u2019s Business Research Portal<\/a>. Incidentally, your\u00a0library holds over 200 books<\/a>\u00a0(many of them in electronic format available from your home) published in the last five years on occupational health and safety\u00a0!\r\n

OHS information from the Internet<\/h2>\r\nOf all the websites you could visit on the Internet for this project, government agencies as well as trade associations constitute the most salient sources.\r\n\r\nIn and of itself, Google is neither a source, nor does it expedite your capacity to succeed in this course. In fact, it will only point out pages that it considers popular enough to warrant your attention. This is problematic because popularity is not a relevant metric for sources in a university assignment.\u00a0You require authoritative sources<\/strong>. Long, sometimes dry and tedious reports usually don\u2019t make it to the top of search results in Google, simply because they lack the features of a popular page or site. So, you have to be both wiser and smarter than Google\u2019s search algorithm. As a general rule of thumb, it is more efficient to seek out the\u00a0websites of government agencies as well as trade associations<\/strong>\u00a0in your field of interest rather than searching for \u201cinformation<\/em>\u201d in Google. This is the strategy used in identifying all the sources on this guide.\r\n

Government agencies<\/h3>\r\nBefore we begin, please note that the federal\u00a0Canadian Centre for Occupational Health & Safety<\/a>\u00a0(CCOHS) as well as the provincial\u00a0Commission des normes de l\u2019\u00e9quit\u00e9 de la sant\u00e9 et de la s\u00e9curit\u00e9 du travail<\/a><\/em>\u00a0(CNESST) offer extensive information directly on their website. You are expected to explore these websites in depth prior to starting your project.\u00a0Information from these sources will not be repeated on this guide<\/strong>.\r\n\r\nIn addition, the\u00a0Institut de recherche Robert-Sauv\u00e9 en sant\u00e9 et en s\u00e9curit\u00e9 du travail<\/a><\/em>\u00a0(IRRST) is a provincial non-profit organization funded by the CNESST, providing independent research on organizational health and safety in Qu\u00e9bec. IRRST offers extensive\u00a0reports and tools<\/strong>\u00a0to research OHS, in both English and French. Again, information from this source will not be repeated on this guide as\u00a0you are expected to make heavy use of this website<\/strong>.\r\n

OHS Information from trade associations<\/h3>\r\nTrade associations are organizations that cater to the needs of corporations. This often implies holding trade shows, publishing trade journals, commissioning studies or reports as well as lobbying the government. All of these processes imply that trade associations may hold the information that you so desperately seek to craft your reports and papers. When you locate a trade association\u2019s website, make sure to visit their\u00a0publications\u00a0<\/strong>as well as the\u00a0list of members<\/strong>, when available. You may even consider volunteering for some of them, that\u2019s a great method to extend your network of contacts.\r\n\r\nIRRST, the independent research center funded by CNESST, offers an\u00a0extensive list of useful websites<\/a>, including sites providing\u00a0statistics<\/a>\u00a0and lists of\u00a0trade associations<\/a>.\r\n\r\nOHS Canada, a trade publication, provides a\u00a0list of provincial safety associations for various trades or industry<\/a>. These trade associations may provide reports, studies and other publications of interest for your project.\r\n\r\nEmployee unions are another obvious trade association, with a specific focus on worker rights, including OHS issues. For example, the\u00a0Conf\u00e9d\u00e9ration des syndicats nationaux (CSN), a large union based in Qu\u00e9bec, offers an extensive OHS portal<\/a>\u00a0(in French only). Try to see if your organization is unionized as well as whether a large client, supplier or competitor has unions.\r\n

Insight for the Audit Report (Part I: Descriptive Report)<\/h2>\r\nFor most sections of the audit report, you have to search for the best information from a variety of sources outside of required reading materials or whatever you stumble upon in Google. Below, we have identified the best strategies to maximize the discovery of these sources.\r\n

Description of the organization<\/h3>\r\nDescribing an organization entails much more than simply stating facts about its context or its history that you would get from their annual report or their website. Each organization has a primary line of business, which is loosely defined as the method by which it acquires most of its revenue. This primary line of business is the basis by which statisticians file businesses by industry. When describing an organization, you must identify its industry and provide insight about the industrial structure.\r\n\r\nIBISWorld\u00a0<\/a>is a licensed database from the library. It provides information about Canadian, US and Chinese industries in 20+ page reports. Many elements you need to draft your\u00a0SWOT analysis<\/strong>\u00a0will come from this report. Locate the correct industry for your organization and locate the appropriate industry report in IBISWorld. Excellent papers will use more than one IBISWorld report, examining reports up or down the supply chain.\r\n\r\nFind recent\u00a0trade or news articles<\/a>\u00a0about your organization, its industry, its competitors or market leaders.\u00a0ProQuest Business Databases<\/a>\u00a0is a comprehensive database for news, trade or peer-reviewed articles. It includes\u00a0many sources from Canada<\/strong>. When using ProQuest, you should filter by\u00a0source type<\/em>\u00a0for articles from trade publications, scholarly or academic journals or newspapers. You can also search for news articles in\u00a0French from newspapers in Qu\u00e9bec in\u00a0Eur\u00e9ka.cc<\/a><\/strong>.\r\n\r\nYou can use Google to find news or insight about your organization. Make sure you compare and contrast your results with those from ProQuest Business or Eur\u00e9ka\u00a0: only use the most\u00a0credible or trustworthy articles<\/a>\u00a0!!!\r\n

Hazard identification<\/h3>\r\nAs with the previous step, all students are expected to use\u00a0trade or news articles<\/a>\u00a0about potential hazards. In this case, you are looking for articles which would have covered hazards or safety risks for workers or employees in the organization\u2019s industry. You can use the advanced search on ProQuest Business Databases to perform a very detailed query. Once you launch the search, you can filter the results for articles in the past few years by toggling the\u00a0date range\u00a0<\/em>on the left-hand panel of the results page. Similarly, you can look at different\u00a0source type<\/em>\u00a0from the results page: daily newspapers; trade journals; scholarly journals are the best options. Here is an example of a search for articles in ProQuest\u00a0:\r\n

Additionally, you can reduce noise by adding a line and using the \u201cNOT\u201d operator (not in the example), to discard articles which contain a specific word.\r\n\r\nOnce you launch the search query, you will get too many results! Don\u2019t panic, simply use the filters to toggle the\u00a0date range<\/em>\u00a0and the\u00a0source type<\/em>.\r\n\r\nIn closing, it is recommended to canvas the literature\u00a0BEFORE\u00a0<\/strong>visiting your organization.\r\n

Risk assessment<\/h3>\r\nIn addition to reports or studies provided by CCOHS, CNESST, IRSST as well as sectorial OHS trade associations, you can search ProQuest Business Databases for insight into risk assessment. In this case, you should focus on peer reviewed or scholarly journals from the list of results (as opposed to news, trade or magazine articles in the previous step).\r\n

Insight for the Final Report (Phase II: prescriptive report)<\/h2>\r\n

Applicable laws and regulations<\/h3>\r\nHealth Canada provides a summary of federal regulations on occupational health<\/a>.\r\n\r\nCNESST provides a list of applicable provincial laws and regulations.<\/a>\r\n\r\nThe Canadian Legal Information Institute (CanLII) provides access to rulings from the federal\u00a0Occupational Health and Safety Tribunal Canada<\/a>\u00a0as well as\u00a0Commission des normes, de l\u2019\u00e9quit\u00e9, de la sant\u00e9 et de la s\u00e9curit\u00e9 du travail<\/a>. CanLII is an independent not-for profit organization funded by the fees paid by lawyers to their provincial bar associations.\r\n

Best practices<\/h3>\r\nEntreprises Qu\u00e9bec, a provincial government agency, provides a series of \u201cbest practices\u201d for businesses in implementing OHS in the workplace<\/a>\u00a0(page in French only).\r\n\r\nThe provincial Minist\u00e8re de la sant\u00e9 et des services sociaux (MSSS) unveiled, in 2019, an action plan to promote OHS in the workplace:\u00a0Plan d\u2019action national visant la pr\u00e9vention des risques en milieu de travail et la promotion de la sant\u00e9 globale 2019-2023<\/a>. Although this document applies to the health sector in Qu\u00e9bec, it provides an excellent example of what health professionals wish to implement in their workplace. The Canadian Legal Information Institute (CanLII) provides access to rulings from the federal\u00a0Occupational Health and Safety Tribunal Canada<\/a>\u00a0as well as\u00a0Commission des normes, de l\u2019\u00e9quit\u00e9, de la sant\u00e9 et de la s\u00e9curit\u00e9 du travail<\/a>. CanLII is an independent not-for profit organization funded by the fees paid by lawyers to their provincial bar associations.<\/p>\n

Best practices<\/h3>\n

Entreprises Qu\u00e9bec, a provincial government agency, provides a series of \u201cbest practices\u201d for businesses in implementing OHS in the workplace<\/a>\u00a0(page in French only).<\/p>\n

The provincial Minist\u00e8re de la sant\u00e9 et des services sociaux (MSSS) unveiled, in 2019, an action plan to promote OHS in the workplace:\u00a0Plan d\u2019action national visant la pr\u00e9vention des risques en milieu de travail et la promotion de la sant\u00e9 globale 2019-2023<\/a>. Although this document applies to the health sector in Qu\u00e9bec, it provides an excellent example of what health professionals wish to implement in their workplace. Another interesting example of a policy for workers in a government agency was issued by Transport Qu\u00e9bec:\u00a0Politique minist\u00e9rielle en sant\u00e9 et s\u00e9curit\u00e9 au travail<\/a>\u00a0March 2022).<\/p>\n
